Credential analysis is one of the three key identity components used for a remotely located individual who is not personally known to the notary in a New York electronic notarial act. Under 19 NYCRR §182.6, it must be performed by a qualified third-party service provider and must use automated processes and data sources to evaluate the credential’s validity and authenticity.
In practical terms, credential analysis asks whether the identification credential itself appears genuine. It is different from identity proofing, which focuses more directly on the person claiming the identity. When combined with identity verification and identity proofing, credential analysis helps satisfy the remote-identity requirements in 19 NYCRR §182.5(c).
Practical note: Credential analysis is not optional vendor gloss. In New York remote practice, it is a defined legal requirement when the remotely appearing individual is not personally known to the notary.
